First of all I want to say sorry for my possibly bad english, since it's not my native language.
I try to install Ubuntu Server LTS (tried with 14.04.4, 14.04.5 and 16.04.03) via USB Stick.
The basic installation works fine, however I have this issue:
Neither "shutdown -h -P now" nor "reboot" is working on this device.
Is there any BIOS setting I might have missed or is the fitlet2 not compatible with Ubuntu server?

That is quite strange, if typing - "sudo shutdown -f" wouldn't work then please refer to the below link:

On Linux Mint the GUI and the commands in the shell do their work. The computer does shutdown or reboot.
I was able to install Mint (Grub) after changing a few UEFI settings.
Since Mint is similar to Ubuntu I still cannot explain why there is this issue!
The plan was to use the fitlet2 headless as a VPN gateway - but it won't fit our requirements, if the device cannot reboot or shutdown when it has to.
On Linux Mint the GUI and the commands in the shell do their work. The computer does shutdown or reboot.

Update:
I suspected the kernel version to be the solution.
I don't know if it is really the case, but after I tried Ubuntu Server 17.10.1 (Kernel 4.13) the reboot and shutdown function are working proberly.
Looks like we did both have the same idea.
