HDD will not spin down on server 2003 R2 SP2

I am running Windows Server 2003 32 bit on my FitPC-2. I have installed all the (XP) drivers except the video driver. Server 2003 has been set to spin the HHD down after 10 minutes of inactivity.

However the HDD never spins down. The OS itself is not doing anything because no apps/services have been installed yet. I do however hear a ticking sound coming from the HDD in the FitPC-2 once every few minutes. When I put my ear to the case I can hear the HDD spinning all the time. The FitPC-2 housing is quite hot to the touch (probably because of the HDD).

Is there a way to spin down the HDD and what am I doing wrong? The HDD is a WD Scorpio Blue 320 MB.

Try disabling swap file on the hard disk.

Hello Irads. Thanks for your reply but disabling the swap-file isn't an option for me because of the 1 GB memory. I have been using Server 2003 R2 on many boxes and even with applications/services installed the hdd will often spin down. So my best guess is that it is an driver/os-combination problem. I'll just wait and see if Intel releases new drivers.
