Powered up fit pc3 and it will not boot windows. Ask if you want to boot windows normally or in safe mode...

Here is the issue - I do not have a keyboard so I cannot select which on to boot. When it times out and boots normally, I t comes back to the same screen.

Interestingly enough a recovery CD is provided , but there is no CD drive. A bootable USB drive would have been more useful.

Any thoughts on how to fix?

In order to verify the PC for the first time please connect keyboard, mouse and display (and all the HW of course - memories, storage).
Make a clean installation of OS and try again.
