I was checking current draw to see what the 12V load would be in sleep or hibernate. I read 45-50ma in sleep and 30-35ma in hibernate. When I did a shutdown I expected 0ma but saw about the same current as sleep, 40ma.
This seems odd, it would drain almost 1ah per day out of the battery. Is this "phantom load" normal for a supposedly "off" PC3?

Your measurements are correct.
Soft shutdown and hibernate low power state are identical in terms of power consumption, and will consume ~35mA from 12V on fit-PC3.
