Resolution Changes on XP SP2 Without Monitor

I am using my Fit-PC2 with XP SP2 as my media center in my living room and 90% of the time, the HDMI is not connected to the TV. I use VNC to get into the computer from the outside and if I reboot the thing, it defaults to 640x480 at 4-bit and does not give me the option to change any of it? I want the resolution to stay at 1024x768 whether a monitor is connected or not. I haven't had this problem on other PCs so I am not sure why this one is giving me trouble.
