How many Amp intense pc with core i7, 8GB RAM might require when IPC is running on 12V and doing some video processing? Is 3Amp enough?

If above configuration IPC include FM2-MP, WLAN, Mini PCiE TV Card, 3G modem, then IPC may require more than 4 Amp current?

As the specs says:
http://www.fit-pc.com/web/products/spec ... -X764-FM4U

Under nominal conditions and 90% OS load: power consumption is ~26W, meaning ~2.16A current. If you load the Intense PC with additional USB bus powered devices or heavy mini PCIe cards the consumption can rise.
Theoretically, Intense PC can consume 48W (4A @ 12V) but these are not nominal conditions and up to user application.
