mPCIE on FACE module DOA

I am attempting to add external firewire cards to an IPC2 using the 2 available mPCIE slots available in the barebones IPC2 (1 on the motherboard, 1 on the FACE module). I have been able to get the mPCIE port on the motherboard working without a hitch, but cannot get the mPCIE port on the FACE module to work at all.

Here's what I've tried so far:
2 IPC2s
Multiple Firewire cards (which I've verified do work)
Moving the WiFi card from its current port to the port on the FACE module

All of these tests have yielded the same result: the PCIE slot on the FACE module does not work on both IPC2s.

I am using Ubuntu 12.04.

EDIT: To clarify, it is the FM-USB3 FACE module.

The socket on FM-USB3 is mSATA only.
