I need to load net 3.5 for one of my applications but am having a problem.
I go to control panel, turn windows features on or off, then click on the
.NET Framework 3.5. After some time I get a message saying that I need extra files. However, when I ask for a download the "downloading Files" panel never terminates.
I have also tried this clip from you tube without successs. The start button is greyed out.

What exactly is the error you get when you try to enable and install .NET 3.5 from the Add/remove windows feature menu?

Try start the Control panel as Administrator.

I get the "downloading required files window" which just sits there without downloading any files or terminating. It's been sitting there for over an hour now. Create a shortcut, on desktop, pointing to C:\Windows\System32\control.exe and then open/run the shortcut as admin.
Or, maybe, open/run cmd as admin and then enter control.exe
Or just download .net 3.5
