Is fit-PC2 good for my intended application?

Please help. I am considering the fit-pc2 "value" for the following application: Please let me know if this devise is the ticket, or is there anything else out there that would be better. I want to load a very small basic simple webcam program and attach 2 usb webcams. These webcams would take an image every minute and upload them to a url website. This is a business that could require thousands of units. These are my questions:
- Is the "value" model the way to go?
- Do I have to load it with an OS first?
- I'm thinking that I would have to license each unit or OS?
- Is there a stripped down OS out there that would do only these tasks that would save $?

sounds like your application does not require too much performance so the 1.1GHz should do.
You cannot get a cheaper OS than Linux (unless someone is paying you to use it).
The most cost effective storage is SD card.
Make sure you have the know-how to set-up the system. The major challenge may be in OS and SW setup.
