Question About PCI Express Standard Root Ports ?

System: FitPC3 Pro
OS: Win7 Home Premium 32bit
Drive: Toshiba 256Gb SSD
System Drivers: All Compulab recommended
Bios Version: BZ_2.1.0.338_8 X64 Build Time: 03/02/2012
Normally, Device Manager indicates a quantity of 3 PCI Express Standard Root Ports as follows:PCI bus 0, device 21, function 0; PCI bus 0, device 21, function 1; and PCI bus 0, device 21, function 2.
However, on one occasion when I awakened my FitPC3 from sleep state I was greeted by the message:
Device driver software was not successfully installed
PCI Express Standard Port X Failed
A review of Device Manager revealed a new 4th PCI Express Standard Root Port with the following parameters: PCI bus 0, device 8, function 0.
After a reboot, the system reverted to a quantity of 3 ports and no more error messages have occurred.
What is the correct number of ports for FitPC3 Pro ?
Does the 4th port that was indicated exist, or was it a phantom ?
If it does exists, what is its system function ?
