Fit-PC3 sometimes waits forever at grub menu

A can't identify a pattern, but sometimes Fit-PC3 hangs at the grub menu until a menu option is selected with a keyboard. This is a problem for a headless auto-boot application.

What I know about the problem:
- Normally, it takes about 22 seconds to boot to the point where either a mouse cursor appears on the desktop or ping responds. When the problem occurs, the grub menu appears after the bios screen and will wait forever for a menu selection. As a work-around, I added a 5 second timeout to the grub menu.
- It happens on two different Fit-PC3 units
- It happens when running Mint 13 (Maya) or 14 (Nadia)
- Power is ok because 12 VDC power measures 12 VDC with a meter and the green light on the front panel is on.
- Booting behavior seems to be unchanged by the presence of hdmi, keyboard, mouse, or Ethernet.

- My hunch is that it has something to do with disk access during power-down. We don't always have the luxury of powering-down gracefully.

Any idea why the boot sequence will sometimes stop at the grub menu and sometimes not?

It's seems that admins consider this feature to be a bug in grub.
